Holly Parks

President & Chief Tax Boss

Holly Parks, CPA is the founder and president of Parks Tax & Consulting PLLC, a boutique firm known for delivering expert service with a local feel—and a client experience that’s anything but ordinary. A Deloitte-trained tax strategist, Holly blends Big Four rigor with a high-touch approach that makes complex numbers clear and decisions easier.

With 15+ years in public accounting and deep specialization in expatriate and global mobility taxation, Holly has advised individuals, executives, and multinational companies on the tax implications of living and working across borders. Her experience includes U.S. taxation of expatriates and foreign nationals, as well as mobility program strategy—including tax policy design and review, tax equalization, cost projections, and compensation planning.

Holly has built her reputation on clear explanations and disciplined processes, paired with thorough research and sharp attention to detail. Clients rely on her for accurate compliance, proactive planning, and support with complex IRS correspondence, inquiries, and audits—always with calm leadership and a practical next-step mindset.

Internally, Holly is equally intentional about how the firm is built. Parks Tax is women-led and designed to serve both clients and the team well—championing women founders and women-led businesses, investing in the development of future leaders, and operating with high standards for training, communication, and accountability. The result is a more consistent, more responsive client experience—supported by a team that is empowered, prepared, and proud of the work.

Holly is also active in the Houston community as a Girl Scouts troop leader and through KNOW, where she was featured for her leadership and work as a founder.

Outside of tax, Holly has been involved in equestrian sport for nearly 30 years, including more than a decade as an active professional. She holds the USEA ICP Instructor’s Certification through Level II and the USDF Bronze Medal in Dressage. Today, she brings a strong working understanding of the equestrian industry—competition and training operations, breeding, boarding, and veterinary care—which helps her serve equestrian clients with both technical accuracy and real-world context.
